Time-Lapse Drawing: Voucher Panel

I liked this panel from the full-page voucher cartoon that I posted a couple weeks ago. I cheated on the brick wall by using a photo to save a little time. Those full-page cartoons are time-consuming, and I had to get it finished before the special legislative session which started earlier this week.
